As emergencies escalate - General Aviation can help

Ontario has over 9,000 registered aircraft and countless skilled pilots - a massive resource that far exceeds the government's finite air capabilities. Yet General Aviation remains largely absent from formal emergency management strategies.

Civilian pilots have consistently stepped up—for medical transports, search and rescue, animal welfare, environmental response, and humanitarian aid. However, without formal coordination, many skilled pilots remain idle when they could be flying for good.

VEAC: Bridging the Emergency Response Gap

That's why Alliance North has developed the Volunteer Emergency Air Corps (VEAC) - a civilian surge aviation resource trained and ready to support government-initiated emergency response. VEAC could fill this critical gap by creating an official network that integrates GA pilots into coordinated emergency operations.

When roads are blocked, commercial flights grounded, or government aircraft overwhelmed — you as a volunteer VEAC pilot could make the critical difference.

Over 600 pilots have already expressed interest nationwide.

What is Alliance North?

Alliance North – Public Benefit Flying Canada is a non-profit organization working to bring the collective power of all General Aviation pilots together to do good in communities.

We do this by collaborating with existing volunteer pilot organizations, seeking to build on their experience and uniting where feasible to maximize social benefits for all.

How can I get involved?

Encourage your existing volunteer pilot organization to contact us and we will collaborate on opportunities.  No matter who you fly for now - consider joining the VEAC as we develop a roster of willing and ready pilots and aircraft.

If You Fly It, We Can Use It.

Your aircraft—whether it's a fixed-wing, rotary wing, amphibious or land based. A single piston, multi engine or turbo prop — each is a unique and valuable asset during a crisis. Most important is we need skilled and dedicated pilots like you.

Who we need

  • Licenced private pilots serving the GA community

  • Aircraft owners, fixed-wing or rotary, renters, single or multi engine

  • Airport managers and aviation support crews or ground volunteers

Basic Requirements

  • Current pilot licence (min PPL) with logged experience (we'll match roles to you)

  • Airworthy aircraft or access to one (e.g. rental or owned)

  • Willingness and commitment to follow procedures and participate in readiness training

  • Ability and desire to collaborate and work as as a contributing team member

  • Mobile/smart phone for alerts & flight coordination (we use WhatsApp)

  • VEAC is coordinated by Alliance North and often works closely with COPA on key projects.. The exercise Air Bridge 2025 also involves recognized emergency partners and participating municipal airports.

  • Only pilots demonstrating all regulatory requirements including currency can fly.  However, any and all non-current or retired pilots can assist on the ground or in operations.

  • Alliance North will be partnering with COPA and their insurance provider for event top-up insurance similar to COPA Discovery Flight events.  All other normally required aircraft insurance requirements and pilot licence/ratings and medical/currency requirements will be validated. Safety is paramount for flying; a separate pilot safety briefing will take place prior to flights. 

  • Renters (e.g. block-time users) are welcome!  If non-owner you must ensure the owner is aware and agreed to the use their  aircraft for the flight assigned.
